It appears that iCloud Drive is supported in the latest iCloud Control Panel. I have not tried enabling it as my primary operating system is now Mac OS X Mavericks, but I did boot up into Windows today and was offered an update to the iCloud Control Panel. iCloud Drive is now one of the services offered. That would be quite unprecedented, if it turns out that this is supported in Windows before Mac users can use it.
