I can delete apps and folders as always. I also have no problems on my 5S 
moving apps out of the bottom row or into the bottom row.

 

I wonder if some of you who installed iOS 8 on a 4S or for that matter on any 
iDevice follow a few simple pre-install steps:

 

1.       If you use iTunes, connect your phone, transfer purchases, sync and 
backup.

2.       Now remove all apps from the app switcher

3.       Go to Settings, General, Reset and double tap “Reset Network 
Settings”. This will reset your network setting to the factory default and 
reboot your phone. You will have to connect to your WiFi again and enter your 
password after the phone reboots.

4.       Now do your update to iOS 8.

works.  This is a very serious bug that disabled a very crucial function.  Now, 
if you install apps, you can’t remove them.  I am not sure if this is a problem 
specific to iOS8 on the 4S, a problem specific to my own device in a strike of 
bad luck, or a worldwide problem on all versions of the iPhones with iOS8.  Can
