Hi, The 5c does not have a 64 bit prosseser. If you want to install it on your mini, go to settings, general, accessiblity, voiceover, dialect and then select alex and you can download it. Keep in mind, that it is over 900 mb and that once it is switched, you will need to restart vo to make the change take affect. HTH.
