Hi Rose, You will be able to upgrade to iOS 7 on your 4S without any issues and it will run well. Even the iPhone 4 gets iOS 7 (some features of course will be missing since things like Airdrop, for example, require hardware the 4 and 4S don't have), but Rob from the Today in iOS podcast has already confirmed that his iPhone 4 runs iOS 7 at least as well as it did iOS 6.
