After trying their Sparkling Maps app with very complicated access, I am convinced the developer developed this app for the sighted. It appears that the app transmits to a server for image matching/OCR on either the video feed or the picture. LookTel Recognizer stores the images locally on the iPhone, so doesn't require an internet connection.
