I guess whether it's upside down depends on your perspective. Think of it like a calendar that is hanging on the wall and where you flip up the page of one month to reveal the next months underneath. You reach to the bottom of the page, grab it and then lift your hand up in order to reveal the next page underneath. This is the same on a picker box like the one with the apps.It may seem wrong to flick up to go down, but it's just like doing a 3-finger swipe from right to left to go from Home Page 1 to Home Page 2. Here you also swipe left where visually you go right because it is like flicking over the page in a book, You grab the right edge of a page and then the movement is from right to left to turn the page and this is how Apple has implemented this.
