You can try and add Volume to the rotor in Settings, General, Accessibility, Voiceover and Rotor. Then you can turn the rotor to volume when you are on the home screen or in an app and the rotor volume should only apply to Voiceover volume. I have my volume for alert sounds set to 100%, and the option to change the sound volume with the buttons is disabled.
