I posted a detailed, step-by-step example of how to use the VO-Shift-M
shortcut on an Apple Wireless Keyboard to move icons into folders in
response to an AppleVis.com forum query.  The thread subject was

In response to Daniel's question, I don't think this shortcut can be
used at the present time to move an app to an arbitrary blank position
on the screen in the current version of iOS 6. The closest I've come
to this is being able to move an icon into the dock with the keyboard
shortcut -- but only when there is already an available space in the
dock.  I can use the keyboard shortcut to create a folder by dropping
one app onto another, and I can also use the shortcut to drop an app
onto an existing folder.  The steps needed for both these actions are
described in my first comment post.  You can also move an app to
another page by using Option-Right arrow after uSing VO-Shift-M.
That's about it at present.  I can make these operations work quite
reproducibly, but if I try an option that is not currently supported,
such as trying to move an app to the dock when there is not a clear
space, I find that I have to use triple-click home to toggle VoiceOver
off and back on again in order to drag apps successfully again.  My
second comment post in the thread outlines the limitations.  Finally,
you don't have to use all the commands that I used in the example.  I
wanted to rename the folder, check which apps were in the folder and
their order before I closed the folder, and I also wanted to return to
the current home screen (by pressing the escape key), to check which
icon got focus when I was done.  If you're not interested in any of
these issues, and only want to accept the default folder name, you can
skip some of the steps I outlined, such as navigating to the button to
clear the current folder name and typing in a new name, or using VO
+right arrow to check which apps are in the folder before closing it.

My impression is that this shortcut sequence is still being developed,
which is why the keyboard shortcut is not yet listed among the current
iPhone User Guide documentation for VoiceOver keyboard shortcuts.
