If you are an xm/sirius subscriber they carry the car-talk on several
different channels during the races.

The only app which I'm aware of is this NASCAR 2013. However, to get that
part of it, first off you've got to be a Sprint Subscriber & then pay
24.95 for the driver audio & some in car video.
