I'm just guessing here, but if you're out and about and trying to use wifi, you'll run into some secure networks. Sometimes you can get a free password for these networks. Other times, you may have to pay to get access to them or they may just be someone's private network that you won't be able to access at all.
Also, even for some unsecure networks, you'll still have to go through a click through agreement to get onto the network.
