If you have the Audible app you can always listen to your Podcasts there. I don't know if they have everything, but I recently checked the applevis podcast and it's certainly available there, you can download it or stream it and if you go to the currently playing screen, you have the same controls as you have with audio books to navigate by chapter, jump back by whatever you se the time interval or you can use the box where it displays how much time has elapsed and flick up ro down to go by percentage. As I said, if you have Audible already downloaded anyways, no additional app is required although I can't see how the apple Podcast app would not include such basic functionality as to jump or skip forward by a certain time interval.
