Any settings for a sighted person who doesn't use VO? Dad's phone is crazy 
sensitive. Setting it down jumps the screen.

Have you gone to settings/accessibility/voiceover and down to almost the bottom 
of those settings and changed the doubl-tap timeout setting? As suggested by 
someone else a while back,I changed mine to 0.5S, and that seemed to help quite 
a bit.
