Richard, call recording itself works on any device which can run iOS 18, i.e. iPhone XR and later and iPhone SE 2nd Gen and later. However, text transcription of recorded messages is only available on iPhones which support apple Intelligence, here is the complete answer from Copilot:

Paula did say it was dimmed even once the call connected so I am not sure what is going on because once a call to another line is connected and ongoing, you should be able to turn on call recording. And just FYI, in iOS 26 which will soon come out, you first have to tap on “More” before you find call recording.
