Background App Refresh is one of the options in Settings > General. Once you double tap on it you can either turn it off entirely or you can go through app by app and turn it off for all apps except maybe some where you think it might be better to have it on, e.g. very important apps although I don’t think it makes a huge difference and if there is an app which requires it, it will probably pop up with a message telling you that it is off and you may want to turn it on.

On my 16 Pro that made a very noticeable difference. As for a wired charger, I assume you mean a wall adapter? You can get these on Amazon, at Best Buy or any other electronics or department store. Just make sure you get one that has at least 30 Watts and if you have other devices you want to charge, I would go on Amazon and order an Anker 3-port or 4-port charger with 2 or 3 USB-C plugs and 1 USB-A (the older, larger port like on a computer). If you get one of those I would make sure it has at least 100 Watts of power delivery in total, typically 1 USB-C port with 65 Watts which would be sufficient to plug in a laptop as well, the there might be a 25 and a 15 Watt port or similar.
