Which voice are you using? I prefer siri voice 4 as my default and earlier in the beta cycle I did have this issue the first time the phone restarted after an update, but I also have Eloquence as a rotor voice so usually after a bit of trial and error I was able to turn the rotor to voices and swipe down and then my PIN screen spoke and I was able to enter the PIN. But for the last several betas I have not have this problem and I assume once you enter your PIN once and reboot, this might fix itself. In a pinch I can usually enter my PIN silently as well, I would just touch the screen at the very top and swipe right and count the clicks, e.g. first click is 1, second click is 2 etc. Then I would double tap to enter the number. Also, if you have a Bluetooth keyboard dconnected, you could turn it on and you should be able to enter the Pin on the keyboard. If not, you may have to get sighted help to enter you rPIN, then while sighted help is still available, reboot your iPhone again and makes rue it now works.
