You really might want to consider asking your carrier to change your phone 
number. Without a lot more information and context I don’t think anybody can 
help a lot more because nobody knows how this person is able to intercept your 
Messenger calls etc. They must have a lot of information about you including 
potentially Facebook passwords etc.
I would almost say this is a case where you could involve the police if this 
person’s actions harms you provided the police is willing to become involved, 
but it would seem that you know exactly who this person is so if you can 
provide proof to the police that they are doing this, they should be able to 
put a stop to it.
Otherwise the recommendation to change your phone number and to reset your 
Facebook password and definitely to enable 2-factor authentication would be 
your best option.
But this is tricky and if you are not tech savvy you may need help to make sure 
you do what needs to be done in the right order and make sure you lock this 
person out.
I think you first would want to get a new SIM/phone number, then of course you 
would have to let everybody (family and friends) know your new number.
You can then get WhatsApp going using the new number and, as I said, make sure 
you enable 2 step verification.
In WhatsApp using the iPhone app, this is found under Settings > Account.
One item there is 2-step verification and if you turn it on, you have to enter 
a PIN which occasionally you will be asked for when you open WhatsApp. I have 
this turned on and as I said, it does not ask me each time for the PIN, but I 
think it would ask you if you set up WhatsApp on a new device and for me it 
seems I am randomly asked to enter my PIN every few weeks when I open WhatsApp.
I recently was also asked to enter an email address and in Settings > Account 
there is an “Email” option next to 2-Step Verification. Here it says:
Email helps you access your account and let’s WhatsApp reach you in case of 
security or support issues. It isn’t visible to others.
If you end up going ahead with a new phone number, there is also a “Change 
Phone Number” option under Settings > Account. It says the following:
Use change phone number to migrate your account info, groups and settings from 
your current phone number to your new phone number. You can’t undo this change.
To Proceed, confirm that your new phone number can receive SMS or calls and tap 
next to verify that number.
