In iOS 18.5, the setting you want is indeed in Accessibility, Siri, which is toward the bottom of the Accessibility settings.
Require “Siri” for Interruptions  
The explanation under the setting says When this is on, you have to say “Siri” or “Hey Siri” to interrupt a Siri response.

I have a problem with Siri being interrupted when I am dictating a message. If Siri hears anything it will stop whatever it was saying.  How can I stop Siri from listening while reading back a message?  I went in to Siri and search and turned listen for off but still no difference.  Thanks for any suggestions.
