In iOS 18.5, the setting you want is indeed in Accessibility, Siri, which is toward the bottom of the Accessibility settings. Require “Siri” for Interruptions The explanation under the setting says When this is on, you have to say “Siri” or “Hey Siri” to interrupt a Siri response.
