That actually is my question. Am I able, in any way, to use my Wi-Fi
thermostat with personal hotspot? I know I can't control it away from my
apartment, but am I able, at will, to turn on the Wi-Fi and personal
hotspot, change the temperature, and then turn off the Wi-Fi and personal
hotspot until needed again for the thermostat or my computer?

When the compressor on the heat pump in my apartment shorted out a couple of
months ago, when the landlord determined that that was the problem, he put
in whole new inside and outside units as well as a Wi-Fi thermostat. He got
me a Honeywell Home TH2320WF4010, and best I can tell from going online and
reading its manual, it uses the First Alert app by Resideo.

The folks who installed the heat pump for the landlord left me a partial
manual and said they only set up the manual part of the thermostat. I say
they only left me part of the manual because, when I read what they left me,
strangely enough, it said to scan a QR code to go online to get the rest of
the manual, so I just went online and started looking.

I did download the required app, but I already know that I'll need sighted
assistance to set up the Wi-Fi part of things as, when going through the
setup- process with the app, it requires me to go into the menus of the
thermostat. Thus, if I can't eventually use personal hotspot for this
purpose, I may finally be motivated to get rid of one of my cell phone lines
and get actual internet service, especially when I recall that, last year
when the AT&T cell service went down for several hours, I had no phone
service, no internet, and no TV since I have the DIRECTV streaming app for
that purpose.

Thanks in advance for any info you may be able to give.
