Is the iPad and iPhone signed in to the same Apple ID under text message forwarding to allow the tablet to use your iPhone’s cellular connection to send out the text message?

I was hoping to use my iPad to text answers to a trivia contest. It really didn’’t matter, our team finished last. I called Apple to get SMS messages to be sent, but I’m still encountering a problem. I wrote a fairly long trivia question for the dude doing the contest to use, but when I tried to send it, the button was dimmed. What do I need to do to send this kind of message?
