If you mean the latest message in a conversation with a particular person, then new messages are in fact at the bottom. Once you double tap on a conversation and it opens, all messages are in chronological order from oldest to newest. I am not aware that you can reverse this. I find it useful to occasionally clear a conversation because in many cases I really don't need to have a message history going back years or even many months. If you have many dozens of messages then you may see that "Go to most recent" thing and tapping on it will take you to the very bottom of the list where the latest message can be found.
