Not only that have you adjusted the amount?  The higher the amount on ducking 
amount the more it will duck.

        To clarify, with 18.2 you cannot adjust how much the volume changes 
while VoiceOver is speaking unless you also have ducking amount in the rotor.
        This is a change in 18.2.
        You need, three things in the rotor, volume, audio ducking, and Ducking 
Amount.
        Audio ducking now has three options, while speaking, always on, or off.
        The ducking amount determines how much quieter the media or book is

        If you have not added that to your rotor, go to the VoiceOver Settings, 
Rotor Items and select it.
        Then, adjust that.
