After reading your message, I checked, and, on my phone,  adjusting the voiceover volume via the roter works as it should. I am running 18. 0.1. Have you restarted your phone  since it stopped working?

When I use the rotor to change the volume level of voiceover nothing happens. I brought it down to 1 and it never changed from the starting level.
