Running IOS 18.0 on an SE 2, I'm not finding Customize Notifications
after Settings > Notifications > Messages > and nothing about customize
or repeat. I only remember this starting with IOS 17 something. Maybe
I inadvertently changed a setting. I' greatly appreciate it if someone
could tell me where to find it.

You can set it from “Never” to once, twice, 3 times, 5 times or 10
times. If you do request for the message notification to be repeated, it
will always be a t a 2 minute interval, e.g. “Once” means you get a
second notification after 2 minutes, “Twice” means you would get a
second after 2 minutes and a third after 4 minutes etc.
