Joshua, 

Your message didn't address how you were attempting to transfer your playlist. 
Did you do this using iTunes for Windows? Are you attempting to play and 
shuffle the music using the Apple Music app or something else? If using Apple 
Music, you should be able to navigate to your playlist where there should be a 
Shuffle button to execute to shuffle playback.
