The link you provided explains how to send audio messages. The only reference to transcription is at the beginning where it says:
You can use the Messages app to record and send audio messages, along with transcripts of what’s said in the message. It further says: Note: Audio message transcription available in select languages. See the iOS and iPadOS Feature Availability website, this is a link and if you activate it, you get a huge list of all sorts of accessibility and other features. If I check for "transcription", I do find "audio message transcription", and activating the link gives me "Requires download of speech models" and this is followed by a list of supported languages. I find this is not very clear at all. In any case, I'll leave it at this since personally I have no need for it and if the transcription is as good as the voice mail transcription then it leaves a lot to be desired anyways. Maybe with iOS 18 and all the Apple Intelligence stuff that is coming for people who have an iPhone 15 Pro/Pro Max or later, this will get a lot better. As far as I am concerned I can either send a text message or an audio message which would be a recording of my actual voice. If I send a text message I can either type the text using the onscreen keyboard or a connected Bluetooth keyboard or Braille display or I can use dictation. If I send an audio message I start the message, enter my recipient and then I tap on "Apps" and "Audio" and then I record my message and send it or of course I can ask Siri to send an audio message to whoever my recipient is, Siri will ask me to go ahead and record and then send it. I just asked Siri to send an audio message to myself to test it, after I recorded a phrase and confirmed I wanted to send it, I received a text from myself with the audio and I had to tap on it to play it.
