I’m not sure where to go to give feedback to Apple directly. So, I reported it on Applevis. But as it turns out, there is already mention of that bug.

In this case when using the characters in the rotor, using voiceover, it refers to when it comes to the clock or displaying time in the lock screen, that symbol is a narrow no break space.
