Hello, I have the exact same issue and I've had it since iOS 17.0. All of my SIRI voices are automatically deleted when charging. I use Norwegian SIRI 1 as my default voice and UK English 3 and U.S. English SIRI 4 in my language rotor. I've re-downloaded all voices a lot and I'm tired of that, so I have given up and now just use the compact voices.
