Standby is not an app, it is simply part of the Settings if you upgrade to iOS 17. It is also not specific to the iPhone 15 family released this year since I have it in Settings on my iPhone 13 Pro. I don’t think it would be of much use to a blind person just as the “always on display” is of little use.
