I don’t recall seeing this myself, but I doubt it would be a scam. I mean, how many people are going to be tricked into reading updated terms of service. 😉 In the notification center, you should be able to tell which app the notification came from. If you are worried about the notification though, you can just delete it and then go read the iCloud terms of service on line.
