Flashlight is both on the lock screen and in Notification Centre at the bottom left, at the bottom right is the camera button. It will say "Flashlight Off" or "Flashlight On", double tapping turns it on if it is off and it will turn it off if it is on. I believe you can also add it to Control Panel if you wish.
