No, I don't think you're doing anything wrong. When I press and hold both the side button + volume up I get a screen with three objects: The first one VoiceOver says double tap to power off, 2nd one is emergency calls and the 3rd is cancel.
You should be able to swipe between these elements with one finger swipe right/left.
