I'm on iOS 16.0.3 and if someone reacts to a message I've sent I get a notification note that I've got a new message. Their reaction is read by VoiceOver and in the messages list the message I sent is shown and VoiceOver reads: Your iMessage text I wrote and emojis etc and lastly Joe likes this. This behaviour has been in there since Apple added the ability to react to messages.
