Some people have used a workaround which works sometimes for me but not always. The first time you open the YouTube app, turn voiceover off and swipe down on the screen with one finger, then reload voiceover and supposedly, it will be back to normal. You have to do this each time you open the YouTube app for the first time. Some people are saying that they are not having any trouble with the latest YouTube app, but I certainly am. I did submit feedback on this problem which I do hope gets addressed soon, as I am a YouTube premium customer and have used the service for many years.
