I assume the same way as you would get to the status bar which is by touching near the top. But of course nobody really knows for sure especially from the perspective of a Voiceover user because nobody has tried it yet. This is new on the iPhone 14 Pro and Pro Max and with preorders starting tomorrow and phones starting to ship by next Friday it will be at least another 8 days before the first people who are going to preorder tomorrow will get their phones. I guess those who get one at an Apple store on Friday the 16th will be the first. In any case, this dynamic island as far as I can tell is basically a status bar on Steroids so just touching near the top where it is located should do the trick.
