When the alarm goes off, I find a clock button in the upper left corner of the screen. Using VoiceOver actions, I flick down to stop the alarm, and it doesn't snooze. I'd have to look in the clock app settings, which you should be able to get to in Settings -> clock, to see if there's a way to just globally turn off the snooze option.
