I was under the assumption that the phone most likely had already been setup, based on the fact they knew to try plugging in headphones & swipe to get voiceover to continuously read. There would be no reason to need to do this with a phone right out of the box. But yes, if the phone hasn't been setup, then asking Siri to turn on VO won't work.
