The exact title is "Sounds & Haptics" Did you check "Change with Buttons" in Settings > Sounds & Haptics and make sure it is turned off? It could just be that the volume for system sounds is low. If you turn this off in case it is on and then raise the volume control just above this to at least 70 or 80% then at least you know this is not the issue. I would also go to Settings > Notifications > Messages and make sure a Sound is selected there and that Messages are allowed on the lockscreen.
