Any iPhone is equally accessible, Voiceover is for the most part amazing, there 
always have been and probably always will be bugs and issues and there have  
been and always will be apps which are not accessible.
Having said this, I don't recommend anybody at this stage should buy an iPhone 
XS or XR, get at least an iPhone 11 if you want to buy a used phone and of 
course if you can afford it get an iPhone 12 or iPhone 13.
