You can if the other person also uses Facetime. Now in iOS 15 you can create a link which you can send to somebody and you can have a Facetime call with them even if they don't have an iPhone, they just click the link and it's apparently like joining a Zoom meeting, I haven't tried it yet. But neither WhatsApp nor Facetime allows you to just call any number, the other person still has to use either one of theses apps. Only Skype among the better known communication apps allows you to actually call a landline or mobile phone directly although it may not be free.
