In similar situations, SIRI has not done what I thought it should re opening apps. It turned out to be that the apps I was trying to use were offloaded from my phone. I have the setting turned on that allows IOS to offload an app if it has not been used in a while. SIRI cannot trigger the download of an app in this situation and generates a "something is wrong" or "I can't do that" type message. . Perhaps this might be the situation here?
