Chronoplan will do what you want. It doesn't announce the time, but plays a tone and you can set it for as little as a few seconds and set the number of intervals and to have it keep reminding you. The alarm sound only lasts a few seconds then just continues counting down to the next 30 seconds or whatever you choose. You can use up to 4 timers for free, so you can see if the unlocked version has that ability. I paid the $2.99 sometime ago.
