I'm not sure why you think Apple can't deny you telephone support for an older unsupported version of IOS. You may be getting telephone support for now, but I doubt it'll last forever. I'm pretty sure Apple isn't releasing security updates for 12.4.1 any more either. Plus there's nothing that says app developers have to continue to support 12.4.1.
