If you launch the Messages App and double tap on the message you wish to reply to so as to activate it, swipe right and you’ll hear options like Camera, Apps continue to swipe right until you reach an edit area, double tap here and write your reply. Once you’ve written what you want, swipe right to Send double tap and your reply should be sent.
