That doesn't make sense, I am running 13.5.1 and I still hear the time when
I use the power button or the home button to unlock my phone.

In previous version, VoiceOver would speak the time. Since somewhere in
the iOS 12 cycle, that has ceased to be. It's now hit or miss as to
whether VO will or won't say anything.
