I thought it simply depended whether sounds were turned off. When I press the power button to wake up the phone, it almost always speaks the time, unless there is a notification on the screen; but I almost always keep my VoiceOver sounds turned off. My phone also says "screen locked" when I press the power button to lock the phone, when sounds are turned off. Sorry if I'm missing the point. Best, Nicky
