Go to accessibility. Swipe right until you get to touch. Double tap on touch and then you will swipe to the right past shake to undo and it says vibration on or off. If yours is off, double tap to on. Again, I am using the latest update with an iPhone 6S plus but it wouldn't hurt to try this. So far I have gotten all the updates.
