The one under the general settings is for the haptic feedback; which is only on later phones, but I would not say that is the feel of the home button, other than how strong of a haptic feedback you receive. What exactly are you trying to adjust? I thought the speed of the touches met your description, but I guess I misunderstood. But I think those are the only two places there are settings for the home button.
