Hi. I'm using an iPhone 8 with 13.5.1, and under the Phone option in Settings there's an Announce Calls setting. You could double-tap on the Never setting, then go back in and change it to Always when you want calls to be announced again. I'm assuming you'll still receive calls when the Mute switch is on, that they won't be announced, and will go to VoiceMail if not answered.
Or you could turn on Do Not Disturb and choose the option to only have those listed in your phone's Favorites or who are in your Contacts and have Emergency Bypass turned on under their names come through.
