I'll answer in context:
First, I believe that you can lock the screen orientation and control setting.
Yes you can, on all iPhones since at least the 5S.
Touch the Status bar where the clock, battery level, etc., are and flick up 
with three fingers.
The first item in the third row is Lock Orientation, from the top going down 
along the left side are Airplane Mode, Wifi, then Lock Orientation.

Next, even though I have predictive text off an auto spelling, it’s still doing 
it.
Make sure you also turned off Slide to Type, which is just after Predictive 
Text in the Keyboard settings.

why in the rotor is misspelled words when it’s not listed in the options for 
things you want to select in the rotor? As for the rotor, it doesn’t seem to 
stay stuck on the last thing that I used in the rotor.
Misspelled words is a feature Apple has tried to make work to make it easier to 
edit things you have written.  It hasn't worked correctly yet, in iOS 13, but 
rumor has it that it is finally fixed in iOS 13.5 which should be out someday 
in the next month or two.
As for the rotor staying where you left it, welcome to the joys of iOS 13.  It 
doesn't do that.  So, you often have to turn the rotor again.

Your instincts are correct, another case of welcome to iOS 13.  Those extra 
things like text format, insert attachments are a new feature in iOS 13.  Some 
of us would not call them a feature...
As for dictation being less accurate, probably so. I don't use it much, I'd 
rather write with MBraille's braile screen input than dictate.
