Hi Holly, On on your iPhone, go to icloud settings and Toggle OFF and ON your icloud Photo Library and My Photo Stream. Also sign out from icloud on both your devices and sign back in after a restart. Open icloud on your PC and under options, make sure that iCloud Photo Library and My Photo Stream both are selected.
